This section starts with the requirements for constructing a measurement laboratory and continues with the analysis covering the different aspects of the design: solution space for measuring energy consumption, design of the measurement process, study of the measurement technologies, mapping of the commercially available meters, mapping of the measurement software, and a design document for a laboratory.
